Personality:
His actions during the Last Great Time War has left this incarnation of the doctor deeply affected. His sorrow, though, is well hidden behind a big, goofy grin and a lot of manic happiness. He's witty, offbeat, sarcastic, and full of energy. He's usually ready to face any obstacle head on, with loads of reckless ideas. Ideas, he's sometimes not sure will work. But he charges ahead undaunted.
This version of the Doctor also has an innate need to keep the universe safe. This stems from him causing the destruction of two races. He longs to make up for the mistakes he made in the past. If he can save everyone when he can, then he will do his damndest to save them, even if he's not entirely sure how at the time.
The Doctor is full of apprectiation of the wonders of the universe and seems to be more keenly aware of the flaws in humanity, in the ways they are lacking. He often refers to mankind as stupid apes and often thinks of himself as superior to them, but he is ultimately willing to do what it takes to save them should their entire existence be threatened. People were important and had just as much right to exist as he and his kind did and the Doctor would fight tooth and nail to protect that right.
He's a habit of saying 'fantastic', especially when faced with something dangerous or otherwise interesting. He resorts to his dry sense of humor to break the tension in tough situations, though that has varying degrees of success.
Despite his upbeat approach to his life and his problems, the Doctor is not always successful in hiding his troubled emotions. The weight of his actions during the Last Great Time War weigh heavily on the Doctor and at times it really takes its toll on him. He talks very rarely about his past and can often shutdown at the sight of intense pain and suffering. The Doctor is not exactly immune to violent responses to situations, and can be downright sadastic. He has an intense hatred for the Dalek race and even tortured one, despite its inability to fight back and its pleas for mercy.
He likes to lecture people when he believes they're wrong about something and can be very callous and blunt. But somehow, that wide goofy grin would find its way back and often accompanied by an exclaimed fantastic!
Background:
Our first glimpse of the Ninth Doctor is in a book called The Tomorrow Windows. The concept of such windows were simple: look through them and "get a gist of what was to come." The Eighth Doctor did so and in so doing receieved a glimpse of his next incarnation. Though, before the Ninth Doctor came into existence, there was a conflict between two mighty races: the Daleks and the Time Lords. The Time Lords predicted that the Daleks would destroy all other life forms in order to become the most dominant creature in the universe. The Time Lords in turn sent the Fourth Doctor on a mission with the objective of either averting the Daleks' creation, altering their development to make them less aggressive, or to find a weakness that could be exploited.
The Daleks learned of the Time Lords' interference and attempted to have the High Council of the Time Lords assinated using a clone of the Doctor and his companions. This caused a rise in the tension between the two races. Which only escalated when the Seventh Doctor used the Hand of Omega to destory the Daleks' home planet, Skaro. This led to the Daleks attacking the Time Lords' planet, Gallifrey. A peaceful resolution was attempted by Lady-President Romana, but ultimately proved futile. The Daleks had launched well over a thousand war ships into the Time Vortex, a place where time travelers passed through. The Eighth Doctor trapped them there, though an agreement was reached and they were eventually released.
Then tension between the Time Lords and the Daleks eventually reached its boiling point. Planets were destroyed and millions died. Though those that survived no longer had anywhere to go. In the war's final days, Gallifrey was destroyed in a flash as bright as the sun. The blast was so severe, the universe convulsed and entire galaxies were destroyed as well. The Daleks as well as the Time Lords were erased from time and space. The Eighth Doctor orchestrated these events. The event became time-locked, making it impossible to go back and fix things.
The circumstances surrounding the Eighth Doctor's death and subsequent regeneration is shrouded in mystery. What is known, however, is that the he died sometime after causing the destruction of the Dalek race as well as the rest of the Time Lords, his very own race, during the Last Great Time War, a conflict between mighty races for the sake of all creation. Fortunately, the Eighth Doctor is not why we are here. No, the point in mentioning him at all is that somewhere along the line, the Eighth Doctor did die and from his death came the Ninth Doctor.
And now we're getting to the good bits.
The first signs of the new Doctor are seen in the early 21st century on Earth. He woke up in the clothing of his previous incarnation and muttered to a local that "they were all gone" and he "was the only one left."
There's also evidence that the Ninth Doctor had quite a few adventures before meeting his first companion, Rose Tyler, in 2005 London. That's Earth London, not space London. There are sketches of him from 1863 in Indonesia when Krakatoa errupted. He's photographed with a family who cancelled their plans to sail the Atlantic on the Titanic in 1912. He's photographed in Dallas, Texas, United States the same day President Kennedy is shot during 1963.
According to a "Doctor Who" enthusiast, Clive Finch, whenever there is disaster, the Doctor is there. This brings us to 2005. The TARDIS, that is the Doctor's space ship and time machine, has landed in London and the Ninth Doctor has disembarked to settle things with the Autons, a race of living plastic. Unfortunately, he never got the chance, as he has found himself on a train the minute he steps out of his TARDIS for the first time.
Abilities:
The Doctor himself doesn't seem to possess any kind of magical abilities. Being a Time Lord, he's able to travel through time and space with the aid of his ship, the TARDIS. Obviously without his ship, he will be unable to travel.
He carries on his person two items: the Mark V Sonic Screwdriver and a blank piece of paper called the Psychic Paper. The Sonic Screwdriver has a number of functions ranging from complex things like detecting and interrutping telepathic signals or decrypting access codes and gaining entry to a computer's core, to much more mundane tasks like charging batteries and unlocking handcuffs. It apparently also has healing and destructive abilities. It's pretty much the Doctor's main tool aside from the TARDIS and he uses it on many, many occasions. But to keep him from being a Mister Know-It-All-Plot-Ruiner, the screwdriver often does not work on SNY's computers or other electronic devices and when it does, the information is either too garbled or extremely limited, at the mods' discretion.
As for the psychic paper usually has the ability to induce anyone looking at it to see whatever the user wished them to see. It doesn't always work and it'll be up to the player if it works on their character or not.
He's also really good at video games. And he prides himself on that.
